Returns are per decision, equal weight, measured from the day the report became public. 7 stock purchases with a price. One company in one report is one decision, however many lines it was filed on, and every decision counts the same, because a Congress report gives a range and not an amount. Measured from the close of the first trading day after the filing date, because a report can be posted a day after the date it carries and the hour is never given. "Up" is the share that were higher at that point. A record marked thin is ranked on the leaderboard but sits right on the minimum of 5 decisions and 3 companies.
"Public" is the day the report appeared on the index it was filed on. It is left out for reports we caught up on later, where we did not see the day it was posted.
